Salary:  $48,000 - $57,000

The City of Barre, VT seeks a career oriented individual to fill the position of the City ASSESSOR (Full Time, Part Time or Contract)

General Job Description:  The City Assessor is responsible for the daily operations performed by an Assessor.  The City of Barre’s grand list is very complex, in that we have a TIF (Tax Increment Financing) District; we have few current use valuations, and allow for Tax Stabilization Agreements.  The responsibilities include the valuation of land, residential, commercial, and industrial real estate within the City, as well as maintaining all other components of the grand list including current use valuations and homestead declarations.  This individual will work closely with the Clerk/Bookkeeper who assists in the daily administrative duties who maintains the property record files, name and address changes, and property transfers among other things.  The Assessor will complete site inspections, valuations, grievance hearings, and establish the annual grand list.  The Assessor will be a part of the team that is overseeing the City-wide Reappraisal that is to be conducted by an outside firm.  Other duties as necessary or required by Statute.

Job Qualifications:  Applicants for the position of the City Assessor should have previous real estate assessment, appraisal, sales or development experience.  A certified General Real Estate Appraisal license, or a comparable certificate from an organization of professional assessors is preferred but not mandatory.  The ideal candidate will possess an Associates or Bachelor’s degree in an appropriate discipline, or an extensive background in real estate property valuation.

The Applicant should be proficient in Microsoft Word, Excel and other common computer software.  Experience with assessment software, such as NEMRC, ProVal is desirable.  The job requires interaction with the general public, so a professional demeanor, good public relation skills and interpersonal skills are required.

Supervision:  The City Assessor is hired and supervised by the Department Director.  The position does require interaction with several city staff.

Salary & Benefits:  The full time position comes with benefits.The part time position would have benefits on a prorated basis.  The annual salary will be in the range of $48,000 - $57,000, depending on qualifications and experience.
